yeah your right im gonna have to retouch on thosenot bad, the face is kinda scrunchy, but don't worry about that for now. Hammer out a body first. For TA, try and keep the details of the concept art in, such as the really big pointy shoulders, etc in the mesh. Your shoulders are kinda round right now, i'd suggest flaring them out.
For your arms, try and define the muscles a bit more, right now her arms are just tubes. Also, its a bit hard to tell but i think they base cylinder of yer arm is too high rez. 8 sides is what you should aim for.
will doYou could probably throw a few extra polygons at those boots, round them out a little.
If you're trying to make this as lose to the concept art as possible I suggest you make her hair more curly, like the ponytail and the bits in front of her ears.
