Debug Room FF8 PC?/SeeD Skin

Is there any way to get to the debug room on the pc version of FF8? If not, is there a skin I can download somewhere to have Squall, Selphie, and Zell to have their SeeD uniforms on for the entire length of the game? (sorry for the bad english)
