Disable random encounters completely

I looked through the last three years of threads in the "Projects" and "Scripting and Reverse Engineering" boards, as well as all five pages of the "Mods" board, and could not find what I'm looking for. Has anyone made a mod that will remove random encounters completely? If not, how would one go about doing this? The closest I could find was this thread in General that only says that randoms aren't actually "random" on the PC version.
 
Yes kranmer has, and is included in the menu overhaul (installer coming tonight) and menu reconstruction project as an option.

I could upload the patch later as a separate thing.

Awesome, thank you. I'll test it out as soon as I can get the game running properly again. That's for another thread though.

EDIT: looks to be working. Now I just have to figure out why the game is running at about 65% speed.

No, not related. I installed Team Avalanche's low res pack, and it slows down at any resolution over 640. My computer is pretty old; I bought it as a Fry's Electronics refurb $300 special about five years ago. It has an AMD Athlon 64 3500+ (2.2 GHz) and onboard NVidia graphics. I crammed in 2 gigs of ram, but it still has trouble running anything more complicated than Unreal Tournament.
