FF7: Not getting Cloud's 3rd Limit Break

It's weird to post an actual gameplay issue amongst all this technical stuff, but I was wondering: Have I forgotten how the LB system works in FFVII, or have I stumbled across a weird bug?

Basically I have L1-1, 1-2, 2-1 and 2-2. As I understand it, Cloud needs to kill 160 baddies to get 3-1. The strange thing is that, according to the Otyugh tool, Cloud has 250+ kills.

So what am I waiting for? :-/

They got Barret's and Aerith's kills right, but ONLY those right. They made that page under the assumption that everyone has to have 80 kills to get 2-1 and 160 kills to get 3-1. This only works for Barret and Aerith.
