Hmm, it's been most of a week, I suppose I should come clean now. I did this totally in Adobe Premiere. Here's a before and after video:

[*]I cut the menu screens into separate video clips, one for each different menu (and several for the main menu).
[*]I chroma keyed the black background out of all of 'em, to make 'em transparent.
[*]Behind the menu footage, I put a still shot (using Premiere's "hold frame" feature) of the field, taken from the frame right before the menu opens.
[*]I zoomed in the field footage (both video and still frames) to eliminate the black bar. This is also why the menu doesn't extend all the way to the sides.
[*]I added "push" transitions to all the submenu screens.

This is also why I only did the transitions in one direction. If I'd used the push transition horizontally, it would've gone into the widescreen black bars on the left and right and made it too obvious it was edited video, unless I'd taken the time to mask the sides out, which I really didn't feel like doing.
Alas, I don't think this is remotely possible to actually do in FF7's engine. If it is, I'm certainly not the one to do it.
