FF7_GameConverter_7H acess denied

I have a problem witch Final Fantasy VII Game Converter. I install old 3 cd version FF on disc (C:/Final Fantasy VII), next mount blank iso, then copy GameConverter to game folder and run as administrator, then this appears:

My system is Windows10, i have this same problem on Win7, a few years ago on WinXP everything was OK.
