First time in Rocket town video failed

I was playing through FF7 with the hardcore mode installed with bootloader 39 and it got to the point where seirra was telling her story about how she messed up Cid's chance to be the first astronaut. The video cut scene never launched, the count down froze at zero just no video launched. After talking with some people the issue has been boiled down to flevel.lgp file. not sure why all video's up till this first encounter work great, but it does freeze.
 
It is also possible that retranslation project with hardcore caused the issue.  So if this happens to anyone else let me know if it is hardcore on its own or my fault.
