It's all in Al Bhed.  Fortunately, such a thing as an Al Bhed online translator does exist.

The topic translates to "new member".

I didn't recognize it, but I was able to use my mad GOOGLE skillz to figure it out.

I should probably play through FFX, I've only gotten about an hour in before.
