If Eidos didn't have access to Final Fantasy 7's source code, how did they port it to the PC?

You are confused.

Eidos had access to the source code.
They didn’t have access to much of the original artwork and movie files, and as a result the game has lower-quality movies and same low-quality backgrounds.

First of all 50% of people will say Eidos just distributed the game (as publishers do), while a small team at Square got to port the game (but with no budget for remaking the actual content for the higher-fidelity PC platform). Thus we get a crappy PC game since it would be Square's first attempt at PC programming, low-priority at that. The other 50% will say Eidos both ported and distributed the game. Thus we get a crappy PC game since Eidos didn't know enough about the original code nor had any chance to remake the content. Usually, about 100% haven't seen any sort of official statement about this at all but still talk as if they knew for sure.

I'm tempted to say Eidos handled the ff7 port, as they're the ones whose site has all the patches and technical info for it; whereas with ff8, eidos definatly only published that, and they got nothing on their site about it.

Mebbe someone should e-mail them and ask =)
