Installed everything but mods will not load at all

I've downloaded 7th Heaven and FFVII, got my mods downloaded, only for it to keep showing me the same vanilla intro over and over again. No new textures or anything. I've uninstalled/reinstalled multiple times to no avail. As well as attempted both stable and canary builds. I have no clue what I'm doing wrong, how do I get the mods to load?
