OpenGL error

When i try to launch the game i been getting this error "Theres an error in your config. No such thing as minigame_framelimiter". Options could not be parsed"
or similar to that.. I tried everything by reinstalling FF7, deleting reg keys, fresh install of 7th Heaven. etc.. Im using 7TH heaven v155

The problem is, the game starts but doesnt load all my mods (i have modded files in my direct folders it doesnt load them) etc
in 7th heaven the opengl configuration settings doesnt save also. Like ill try to change texture caches and it doesnt work.
audio music plugin doesnt save either when i select vgm

Also when i try to launch FF7 with 0 as resolution setting it launches FF7 in a fullscreen only showing FF7 in a box with bar all around
i never had this issue before.. I have to manually insert my resolution to get it to work
 
wait this sounds similar to my current problem but i dont get how you fixed it. i was able to load up my mods the way i wanted the first time, but it doesn't accept any changes that i make now. it always keep the first setup i did.
