Part of Kefka Fanbase derived from DBZ?

Might a part of the Kefka Fans be from the Dragon Ball Z fanbase? (or possible even the other way around)
 
Typical Kefka fans.

It also wouldn't surprise me if the kind of people who like Kefka were the kind of people watching generic dubbed shounen anime on kids channels.
