Yes, many guys wear eyeliner above, below, inside and out.
It mostly depends on where a fellow resides.
Where I grew up in Houston, Texas, it wasn't uncommon for straight guys to wear full eye makeup.

Now I live in hillbilly country and it's not even cool for a guy to wear pink shorts to WalMart.
 
Really depends on how dark you want your eyes to look. Bottom lid is better IMO.

lol wait a minute. Straight guys from Texas wore makeup?
 
IMO, I disagree with the bottom lid being the best. It tends to run more easily.
I think the best look is the underneath of the upper lid.

As such.
