Given as this is not a Final Fantasy-related question (or even related to Square Enix at all), there is very little chance that people here can help you. If nobody answers you first, maybe that's because no one knows the answer.

I suggest you get acquainted with the rules.
 
Legend Of Dragoon saves are quiet easy to modify. There is no hashcode check so just modifying the datas using an hex editor is enough.
That said, I understand everyone don't like to play around with hex editors. But given how easy it is, I'll be surprised if there is no tool for that already.

We are not here to hand-feed you. You can use Google by yourself, and if you cannot find it, then we most likely cannot either.
