Sephiroth patch

I actually need help with the sephiroth patch, i downloaded it and read the readme. however when i click on the TOOLS.EXE i get a message saying "this app cant run on your pc, to find a version compatible check with the software publisher." i am running windows 10 if that helps.

I was on final fantasy 7 citadel site where i downloaded there sephiroth patch and i received that pop up. i was directed to this forum and was hoping someone can help. I am new to modding games and would like a beginners help if anyone is willing to help me out.
i have modded skyrim and dragon age origins but thats all my modding experience takes me.
