true, he does not have the power to modify the board, and even if he did.... i believe that stuff is stored in one of the .php files that has to be edited manually.
 
no. in the "administratino panel" theres stuff you modify. but this looks like a actualy file messup

Hey! My powers are limited to editing, delete, moving and locking topics on the tech forums. Stop accusing me of causing this problem. Because if I HAD caused it, I'd of either fixed it by now, or admitted to it when I first noticed it!
