Toughest Enemy?

New question:

What was the toughest enemy (non-boss) in your opinion? I think for me it was the second Unkown in the Gelnika, the one that looked like a flower.

Master Tonberry. I was killed easily by him the first time I fought him and it was a while before I felt confident to go up against him. He did 9999 damage with everyone's grudge and he had more HP that any of the bosses fought to that point except for Proud Clod (whom I found much easier).
