The original images-- specifically the chocobo-- are too small to have much success with simply enlarging them.
Much of the detail need to be added by hand to create a decent chocobo avatar.
Filters can do a better job on the menu graphic due to the nature of the pattern.
Is there meaning associated with the symbols on the coin?
If so, they would also need to be hand drawn to preserve the finer detail.

In Photoshop, you can resize the image and use an overlay layer with an high pass filter to enhance some of the detail and get the edges to pop.
 
Ask me later, i may be up to doing the chocobo like i did some ff8 avatars.
 
Eventually I'll be trying to do the whole of the non-font menu_us lgp stuff in addition to the concept art avatar remastering thing I'm trying to pull off - I'm about halfway through the main avatars right now so it shouldn't be long before I start thinking about it.

eiraku was a chinese era, i'll get the chinese name if you need it

I don't think ive ever seen the chocobo avatar in FF7....just where?  :?
 
Or do a character replacement code and change the value to 0B. That should put the chocobo avatar in whichever slot you modified.
 
For some reason, there is another Gil texture in PC menu.lgp?

And it seems to be better than the original:
