What is the texture cache option in the settings?

I know there's an explanation but I dont really get it, how does it work and what does it do?
What it means that compression is not lossless? or that it does not update automatically?
 
Certain mods that use PNG textures will store themselves in the cache folder when you launch the game. Those files will then be used whenever you play, supposedly helping performance on slower machines. They will override any other mods that use the same file names, and won't refresh a new cache until you delete them manually. It's not really a feature anyone should have to use with modern computers imo.
 
mh ok then, how do i delete the cache? Where is it stored?
I tried using the option yesterday but it caused horrible slowdowns.
