Ah... I didn;t know if it did anything special, because IIRC (and maybe I don't) when I tried it originally the character didn't actually have a full limit bar when I went in-game.
But manually moving the slider to the far right worked for me, and I was hoping perhaps the B would lock it into the full position.

Well then, perhaps something like the PS1 Codebreaker "Ultimate Code" (that's what it's called).
With it, you hold L1 + L2 + square to fill your limit bar on demand. I like using that one when playing the PS1 version, and kinda miss it when playing the PC version.
P.S. - The same code also makes you invulnerable, like you have the constant "Peerless" effect from Aeris' final limit in effect. I don't care so much for invulnerability, except when fighting Emerald and Ruby.
Well I don't know about the limit bar thing, but by using FF7w you can enable a cheat function and force the game to ignore any enemy hp damage, so at least that's something
