Why Does my LGP tools not run??

Do i have to install my LGPtools. I really want to get the reunion patch but its like one problem after another. anyways can some one help me? When i click on LGP tools 1.60 its says it cannot find lgptools.dll or something or other. And tells me that if i reinstall it might work. PLEASE SOMEONE HELP ME! i

Downloaded the "ficedula.dll" and put it into your C:/windows/system" folder.  Download the dll here:  http://sylphds.net/f2k3/programs/ficelib/ficelib151a.zip

You may need to restart your computer after installing the dll to get it to work.

You can try my Highwind-program. But it needs .net-framework to run.
