mednafen-psx with retroarch is a great psx emulator if you want accuracy.
I can second this. Mednafen-PSX has the best accuracy and compatibility of any Playstation emulator out there. The downsides are that it requires more powerful computer to run at fullspeed, and it's a bit of a pain to set up because the documentation isn't very good. But it's the only one I'll use anymore.

everytime i get anything to work on the psxfin on wndows 10

it saids this to me

illegal transfer command

what does that mean and how can i fix it

on windows 8.1 everything was working fine on the psxfin so i do not know whats wrong anymore
 
So apart from Windows 10 breaking everything that worked perfectly fine (because it's new), does it do anything that Win 7 or 8 couldn't do?  As I originally stated, there is absolutely no point updating when you do not have to.

Well, it has a new hybrid start menu that is pretty nice (menu + tiles, nicer than either 7 or 8's offerings); a really handy personal assistant thing (similar to Siri and Google Now); massively improved Aero Snap (you can drag windows to any corner instead of just L/R sides, as well as it's easier to put something on the other side); a proper windowed mode for modern apps (that only run fullscreen in 8); built in virtual desktops support, a pretty decent notifications system to replace the irritating old notifications style; a built-in screen recorder in the Xbox app, which itself is a marked improvement over old GFWL nonsense; and a redesigned settings panel that doesn't suck like what Windows 8 had.

But perhaps most importantly, it has DirectX 12. Nothing uses it just yet, but eventually more and more games will require it, making 7 and 8 virtually useless for gamers much how DX10/11 made XP useless for gamers.
 
Upgrading to 10 broke a hell of a lot less for me than upgrading to 7 or 8 did.
 
Upgrading to 10 literally broke nothing for me and actually fixed quite a few things.
 
The only issue that I've had is with one of my 'legacy' laptops... it has a 1st gen i7 so I guess that is what you could call it. It has a 'way beyond its support cycle' AMD GPU, for which Windows Update keeps installing a driver that does not work.

I have one that does work, but WU keeps replacing it with a broken driver. I can't seem to get win10 to block this update and/or disable updating drivers automatically.

dude nobody has enough information about your system or configuration to even begin to debug this issue for you, and you have already posted three times with absolutely no content to try and help.  Now you have worn out your welcome.
 
Make sure run as admin is on.  Sometimes it is not automatic.  Select the icon then right click it.  Go to properties and compatibility and select run as admin.

A friend of mine had this issue on technical preview after updating sound card drivers. In his case those noises were global. Try to run emulator as Windows 7 or see if there are updates to your device. Oh, by the way "Have you tried turning it off and on again? " :D

This.  It isn't that people are rude, it's that

a. Hardly anyone is going to be using Windows 10.  I don't because I don't need it.
b. Even if many people were - To have your drivers, configuration, hardware, and other setup is unlikely to happen.

There's virtually no chance of your problem being resolvable by others, outside of obvious suggestions.  Was there any reason you couldn't stick with Win 7 or 8?
 
Don't upgrade to win10. I did and now my PC is possessed by cyberDemon. It turns on by itself on 3:33 even if I disabled turning on due to updates and many other things. It watches me sleeping. That's creepy.
 
I made the upgrade, it's really not all that bad. The process was pretty smooth, most of the time necessary is just for the download. Everything is where it was before and still worked. Only thing worth knowing is you should deactivate certain programs like Maya/3ds Max and zBrush first, so they don't see the new OS as a new computer. Took me 5 mins to deactivate/reactivate them afterwards. Otherwise the only issue I've had is GTA V doesn't run so well, it crashes after awhile (I think it's the Rockstar Social Club, crappy DRM) all my other games work though. With the inclusion of DirectX 12 and fully supported games coming soon, support for XBOne wireless controller (after the adapter comes out), and the fact that it's a totally free upgrade there's really no reason not to. 

The privacy issues people are going on about are customizable, you can switch these things off. Ultimately it'll work about as well as Win7 with an interface somewhere between 7 and 8.

i've had no problems with windows 10 on my old Gateway GM5664 Desktop Computer and my HP 15-d072nr Notebook from a visual stand point, as for sound i fix it by setting my sound cards to 16-bit 44100 mhz setting.

game recording on my Gateway GM5664 (because its old as heck and wanted to test it)
 
Oh yeah, there is a mild sound issue when you first upgrade. You have to be patient during the upgrade, if you start clicking a lot or interrupting the install it can cause problems. So just leave it alone and let it do it's thing. When the upgrade is done and it boots to the desktop do a quick update install and restart the computer. When it first finished I didn't have audio, turns out it didn't see the hdmi for the sound. After I rebooted it worked fine.
