Well... probably not. You see, the XBox runs a modified NT kernel so the conversion is rather simple. There is nothing proprietary in an xbox:

You see, the xbox is just a computer. Even the controller itself is just a USB hub
The playstation, on the other hand, runs on a RISC chip (similar to a MAC) with a different instruction set, so it would be incredibly difficult - if not impossible - not make playstation games run native to a PC.
Not at least without expanding it's internal RAM some.
There is a port of PCSX to it. So it's possible, one just has to be able to play mode 2 CD's in it and emulate the PSX sound system. The GPU is the hard part as it needs to support the version of Direct X on the Xbox
